If I recall correctly, Yuuno gave a present to Nanoha prior to this scene. Fate heard and this is the result.
It's worth noting that Fate is clenching hard enough to draw blood from Yuuno's neck.

I won't stop Fate of Killing Yuuno.
He pretended to be a ferret for a long time and I bet he watched Nanoha lots of times changing clothes u__u
