I have no idea what it's actually saying, but from what I see in the drawings, it looks like Fate is enchanted by Nanoha, Hayate tells her to say something really stupid, she says stupid comment, Nanoha gets pissed, and hayate goes, "Problem?"

They were too skimpy? Yes, I'd have to agree that they're not that good. The three of them has similar designs for their dress, espedially the transparent shawl. I just think that Nanoha and Fate suit their office uniforms while Hayate wears the brown attire.
The designs are too simple and frankly look like a rejected offer at the supermarket more than a real dress. Is just something about them seems wrong, can’t put my finger on what it is.
I think the word you're looking for is "ugly."
I would prefer to say "a botch" as well...or "Oh they had it and lost it!"
