I'm not sure what's confusing, it seems Vivio was playing in an airplane hangar and got all greasy and now Nanoha has to clean her off, really not that complex.

I think s/he was referring to Vivio's "uhyuuuu" which is acceptable in Japanese, but looks weird in english
I think that she/he meant, that the lines are written in English but then there's the word "mou" written also.
